It does function as a SATA to USB 3. adapter The delivered item is not as pictured right here - the USB cable is not built into the situation (plugs on both ends). The adapter will only run off the 12V adapter - no USB energy. There's also an undocumented 'mystery button' on the situation that doesn't seem to have any effect on operation.
